Research indicates that the ISO 9001 Quality Management System (QMS) is an effective tool for driving administrative reform within public agencies.

It has been nearly 15 years since Vietnam decided to implement ISO 9001—one of the world’s most widely recognized standards—across all public sector organizations. The objective is to enhance the efficiency of public services and deliver social value. A recent evaluation confirmed the significance of the ISO quality management system in public administrative activities for both businesses and individuals.

The Directorate for Standards, Metrology and Quality (STAMEQ), an ISO member in Vietnam, stated that ISO standards have directly supported the country’s development goals. The application of this QMS has delivered practical results, aligning with the trend of building a modern administration characterized by openness and transparency, while meeting the demands of international economic integration.

In 2021, the ISO 9001:2015 standard was reviewed and confirmed by an expert group to ensure it remains the global leader in quality management systems. In Vietnam, its implementation (known as TCVN ISO 9001) has proven to help local authorities maintain excellent service levels while improving sustainability.

As part of its assessment, the Directorate noted that ISO 9001 provides diagnostic tools and models that enable a comprehensive quality management system, leading to improved efficiency and reliability in local government.

Key results and benefits observed over the past 5 years include:

• Widespread Adoption: A robust system of agencies and organizations has been established under state administrative management to develop, apply, and improve the QMS. Currently, this covers 91% of ministries and 98.4% of regions.

• Procedural Optimization: Beyond establishing legal frameworks and operational guidelines, this systematic approach has helped simplify and shorten processing times across various administrative types.

• Public Trust and Satisfaction: The ISO system plays a vital role in improving public services by providing a unique and harmonized approach to regulations. It acknowledges that transparency and simplicity are essential to strengthening public trust.

• Digital Transformation: In addition to facilitating digitalization and records management, ISO 9001 serves as a powerful support tool for administrative reform. This marks a milestone in Vietnam’s efforts to establish an e-government and further digitize public administrative procedures.

The effectiveness of ISO 9001 has been proven at all levels, with significant benefits noted in socially sensitive areas such as land use rights, construction permits, business registration, and vital records (birth registration and certification).

Research shows that interest in ISO 9001 has increased annually over the last 5 years across all ministries and regions. Furthermore, inspection and reporting activities have been confirmed as key factors in achieving high scores in peer evaluations—an indicator used in administrative reform to ensure the continuous improvement of administrative services in Vietnam.
